The ramifications of such disinformation extend beyond mere falsehoods, intertwining with crime-related activities and posing significant threats to societal well-being and security. Therefore, the imperative arises to devise effective strategies that mitigate digital risks and fortify communities against the adverse impacts of D&FN.
The FERMI Community Resilience and Socioeconomic Watch joint component is an innovative initiative tailored to address these pressing concerns within European Union communities. The component engages with Law Enforcement Agencies (LEAs), synergising various methodologies and frameworks to develop comprehensive strategies to enhance community resilience, for instance by suggesting countermeasures to tackle disinformation-induced crimes.
Drawing upon insights from previous INOV initiatives such as ENSURESEC and the IMPROVER European projects, this component focuses on assessing and mitigating risks associated with disinformation-induced crime incidents. As such, it encapsulates FERMI’s Community Resilient Management Modeler and the Socioeconomic Disinformation Watch in a joint component, crafted to confront evolving digital threats with measures that can practically aid in tackling crime.
Furthermore, it integrates methodologies from ISO standards 31000 and 223XX, ensuring a robust decision model extension through the application of a Multi-Criteria Decision Analysis (MCDA) capable of systematically evaluating risks stemming from an associated D&FN instance or crime investigation(s). The component provides LEAs with actionable insights and countermeasures, empowering them to make informed decisions while ensuring compliance with industry standards and regulatory requisites.
Moreover, the component incorporates a crime prediction and a socioeconomic analysis, developed by USCS and BIGS respectively. This allows LEAs to gauge the resilience levels of communities. The component follows a meticulous assessment whereby all high- or extremely high-impact indices signal that the system must provide countermeasures to the case under investigation. However, should the impact index be of a lower threshold, the system component will not advise any countermeasures.
The efficacy of this approach lies in its holistic perspective, which integrates various dimensions of the D&FN landscape, including socioeconomic factors, technological advancements, behavioural profiles, and an MCDA.
